In reply to Mr. Fiddes' letter of the 18th ultimo (14924/1911), I am directed by the Lords Commissioners of

His Majesty's Treasury to request you to inform Mr. Secretary Harcourt that They concur in his proposal to instruct the Governor of Hong Kong to introduce into the Legislative Council a bill amending the Defence Contribution Ordinance, 1901, with a view to providing for the assessment of the net receipts of the British section of the Canton Kowloon Railway to Military Contribution on the same principles as are in force in the other Eastern Colonies.

My Lords will be glad however to be favoured with

an opportunity of considering the proposed amendments to

the Contribution Ordinance before they are finally enacted.
